Meet Pulte’s  “promotional video” on Linden Hall.

Described as an enclave of “luxury”  town homes, with views of an exclusive golf course anyone has yet to see how storm water runoff will affect and whose memberships are not exactly included with the purchase price of the townhouses. (Yes holy run on sentence Batman but I don’t know how else to say it.)

You see photos of rolling Chester County fields with nature, only there is no nature at Linden Hall. Only a crumbling historic carriage stop and inn that  sits and rots unrestored, even though the original developer (Benson or whomever) who sold Pulte the townhouse land and approvals promised to restore but thus far has not. All that has happened is a version of construction fencing has been erected to surround it. (Maybe with black plastic fabric fencing around it we won’t notice the building rotting, right?)

This video says that this development is 3.5 miles from a Septa Station. I assume they mean Eston which already has parking issues? And you get to that station from congested route 100 right? Or you have to invent a space at Malvern station?

The video proclaims 4 miles from Main Street at Exton and 10 miles from the King of Prussia Mall because God forbid people support local, small businesses, right? 

And my favorite, they tout the Great Valley “School System”.   Of course no one ever talks about the effect a rampant increase in development has on a school district which eventually affects our taxes and our kids, do they? And before all the PTA cheerleaders gather up their pom poms against me, that is NOT a slam at the school district, that is a very grim reality which is inevitable. 

But overall what bothers me the most is here is yet another developer touting our beautiful Chester County they are carving up into plastic houses one acre at a time. The site these townhouses are on once supported quite an ecosystem. Foxes and birds and rabbits and so on. I know the neighbors behind Linden Hall are very unhappy and worried how this development will affect their property values down the line.

The price points are not affordable for those who would need affordable housing. The quality is not so spectacular that the exteriors won’t wear quickly after a few Chester County winters. And the way they describe them, well you don’t realize if you are looking at a development essentially sitting on a highway. No matter what you do to them they are sitting on a major thoroughfare. And it’s not pretty.


Ok this brings me to the impetus behind this post:

The New York Times:  How Anti-Growth Sentiment, Reflected in Zoning Laws, Thwarts Equality

….“The quality of the experience of being in Boulder, part of it has to do with being able to go to this meadow and it isn’t just littered with human beings,” said Steve Pomerance, a former city councilman who moved here from Connecticut in the 1960s….These days, you can find a Steve Pomerance in cities across the country — people who moved somewhere before it exploded and now worry that growth is killing the place they love.

….But a growing body of economic literature suggests that anti-growth sentiment, when multiplied across countless unheralded local development battles, is a major factor in creating a stagnant and less equal American economy….

Zoning restrictions have been around for decades but really took off during the 1960s, when the combination of inner-city race riots and “white flight” from cities led to heavily zoned suburbs…To most people, zoning and land-use regulations might conjure up little more than images of late-night City Council meetings full of gadflies and minutiae. But these laws go a long way toward determining some fundamental aspects of life: what American neighborhoods look like, who gets to live where and what schools their children attend.

And when zoning laws get out of hand, economists say, the damage to the American economy and society can be profound. Studies have shown that laws aimed at things like “maintaining neighborhood character” or limiting how many unrelated people can live together in the same house contribute to racial segregation and deeper class disparities. They also exacerbate inequality by restricting the housing supply in places where demand is greatest.

This article is written by someone who doesn’t get the realities of rampant development. Nor does the author mention the fact that a lot of these developments are built just to build, not because there is an actual need. 

The author of this article of this article also does not get how these developers are actually contributing to what he seemingly despises. As in these developers are actually contributing to racial segregation and deeper class disparities. They are in fact limiting the housing supply by their very price points. How many families of multiple people and kids are going to look at condos for example that are studios and one bedrooms and if not rentals start at mid 500,000s? How many agricultural, factory, or service related workers are going to be able to afford Linden Hall or Atwater or so on or be encouraged to buy there?

And look at all the zoning together. That is developments in progress in one area, regardless of municipality, along with other development in various states of approval. A sleeper to watch for in East Whiteland would be that thing a developer named Farley got approved a while back, remember? A multi acre parcel that is accessed off a property on 352 that looks like a hoarding situation that goes up into woods and would be shoehorned in between Immaculata and the William Henry apartments for lack of a better description? So you have the increasing traffic nightmare on Route 30 by Linden Hall which will only get worse with completion of neighboring projects like off of Frame Ave and Planebrook Rd. Can you imagine adding this 352/Sproul to that? And the effect it will have potentially on King Road? Let alone what one more project so close together would have on the ecosystem of the area AND the school district!

See that is the problem with all these developments, developers, and the factual analysis this New York Times writer Conor Dougherty thinks he has done. The reality is we do NOT live in a bubble. We are connected. Developers envision and present these projects as stand alone things with no real time or effort put into the relationships between projects. It starts when you see the plans presented at a local municipal meeting.

 These projects are depicted all by themselves with nothing around them, or nothing around them realistic to human or other scale. They do traffic studies when no one is around, they don’t really look at what a large uptick in population will do to anything from roads, to hospitals, to school,districts, to the environment. They do not care about us, they just want to build, get their money, and get out. So pardon the hell out of us Conor Dougherty if we want to preserve the character of where we live and do not want our school districts, property values, and our shrinking open space detrimentally affected. And his affordable housing argument doesn’t wash at least around here because they are not building affordable housing. These developers truthfully don’t give a rat’s fanny about actual affordable housing.  None of this is about actually helping others, it’s about lining their pockets at the expense of many communities.

Chester County is at risk. I am not sure why Chester County even has a county planning department because everything getting built is about the dollars developers get from density. Our open space and communities and agricultural heritage are seriously at risk. That doesn’t anyone make sny person saying that some kind of NIMBY ….it is the truth. Why is it that the rights of those who already live in an area seem so less important than what politicians  and developers want?  Look at Embreyville and Bryn Coed – what happens to those areas if development gets approved for maximum capacity? Embreyville is already in play, and Bryn Coed is only a matter of time, right?

Community preservation and open space preservation aren’t dirty words. They should be our  right as residents of this beautiful county we call home.

One of my readers is trying to find information out on this old farm that used to be in her husband’s family. It was his grandfathers farm. His family later sold the property to Church  Farms School and it is believed that it was used for dormitory and other uses. 

It was on Swedesford Road. I do not know if pieces of it still exist or not. If you have any information please leave it in the comments.

swedesford 3So these are just a handful of snap shots taken quickly as a passenger in a car of that stretch of Swedesford Road that seems frozen in time and fading fast.  I would really like to take more photos, as I find this all fascinating.swedesford 6

Anyway, any knowledge which can be shared of the farms, or anything else right here would be appreciated. The history is so rich and with each farm that fails or development that breaks ground, more bits of Chester County disappear. I know you can’t save every old house, but it would be nice to have photos and bits of the history….

cautious optimism? or fear of the future?

Jacobs houseEver since I came to Chester County I have loved this house alone in its own meadow and field on Ship Road in Exton. So I decided to put a photo I took recently up on the Chester County Ramblings Facebook page and a friend of mine told me it was a house on the National Register of Historic Places. It is the Benjamin Jacobs House .

I had noticed it has had a realtor sign outside and I thought was being listed by those folks formerly known as Prudential and now Berkshire Hathaway (their new signs are supposed to stand out as per their ads but I find the color scheme makes them not particularly remarkable).

The area in which the house sits is one that contains a lot of land being cherry picked for development (has been that way for decades at this point) …or if you go down Swedesford there I think it is you see a row of cute little houses abandoned by time and man and getting more vine-covered by the year.  I believe this parcel is listed by some commercial firm  and well people have to make a living and feed their family, but still, I somewhat disappointed to find familiar names on commercial real estate  signs for parcels of land that will kill more open space in Chester County, but that is the reaction I tend to have when I see beautiful land being opened up for development like this. Every time I go by this stretch of houses as a passenger in a car I don’t have a camera with me.

Anyway, the Benjamin Jacobs House has been part of the Church Farms School land parcels.  It was even mentioned in the Downingtown Area Historical Society Newsletter of April 3, 2014 . That house and the family from which it gets its name are steeped in Chester County history.

The Benjamin Jacobs House was built around 1790.  Here is the description off of Zillow which feeds I am sure from listings like the one on Realtor.com :

It is all those “wonderful” zoning possibilities that makes me worry.  Just because something is listed on the National Register of Historic Places (Circa 1984 see Benjamin Jacobs House West Whiteland ) , it doesn’t make it bulletproof.  Take for example another listing close by belonging to same realty office I think.

613 E Swedesford Road Exton, PA 19341 (Once known as the Fox Chase Inn and put on the National Register of Historic Places also in 1984.) The photo I will use of the front is a Wikipedia Commons File.  I have one of it somewhere in photos I took but can’t lay my hands on it right now.

This house is not faring as well as the Benjamin Jacobs House. As are evidenced in the interior photos this realtor has on this listing (and here is the description):

The problems with these listings is my preservationists heart is reading a sub-text.  Maybe the sub-text isn’t there but what I feel is that people wouldn’t blink if these buildings weren’t there, or if their interiors were to become truly modern commercial without the proper nods to restoration and preservation of the periods in which they were constructed.

Now the Benjamin Jacobs House was a bit of a regional media sensation circa 1988 to 1990.  This was when Willard Rouse was battling to develop adjacent land.  The articles are from the Philadelphia Inquirer which at that time had a fabulous Chester County Bureau.  Of course, that no longer exists today in the eviscerated version of a once great paper and it is out loss because there is so much not being told out here in Chester County because no newspaper has enough staff.

Rouse To Restore A Farmhouse Near Church Farm School

Over 195 years, the Benjamin Jacobs House on Ship Road has been home to a judge, to farm families and to boarding students from the Church Farm School, which used the house as a dormitory.

The house would take on still another identity under plans by Rouse & Associates, which has proposed restoring the structure for use as project headquarters during the development of 1,325 acres adjacent to the Church Farm School….The first inhabitant of the house, built in 1793, was Benjamin Jacobs, a surveyor and lawyer who was an associate judge of the Court of Common Pleas in Chester County in the latter part of the 18th century.

Wanting To Be On History’s Side Plans Are To Restore Several Historic Buildings And Incorporate Them Into The Churchill Project.

I seem to remember from somewhere that this was a development battle that got really, really ugly. I think simple economics of the times also played a big role. But this battle for land out here was big enough that it was mentioned in obituaries too. Even Mr. Rouse’s.

I was much younger when this battle was playing out in Chester County.  So I do not really know the outcome of the land battle and who in the end now owns the Benjamin Jacobs House.  What I do know in spite of what this battle did dividing people and communities, is that you would be better off with someone like Willard Rouse in your community versus a lot of other developers who are still gobbling up chunks and chunks of Chester County with zero attempts at historic preservation.  Today it is your basic rape and pillage of beautiful land.

So when I am told a really fascinating old house is “under contract” I hope for the best.  After all both the Benjamin Jacobs House and the Fox Chase Inn play a vital part in local history.

Here’s hoping they stand a better chance than Loch Aerie and Linden Hall which are both sitting like ghosts of their former selves on Route 30 in Frazer.  At least Loch Aerie has a caretaker living there, Linden Hall is just rotting and although I can’t say for sure, from the photos I have taken it sure looks like the building envelope has been pierced by vines and such. And then there is the Ebenezer AME Church on Bacton Hill Road.

A lot of people don’t realize that Exton didn’t used to be one big development like the King of Prussia area. And I hope by pointing out gems like the Benjamin Jacobs House and the Fox Chase Inn, people wake up to that again.

I find a common recurring theme in my own writing: the preservation of Chester County before it’s too late. Pick a municipality, all seem to have something going on.  I am not trying to deliberately pick on certain municipalities, but some of them talk about historic preservation and land preservation  and that is it.  I also hope that by writing about these preservation issues it will spur those who can afford to be really generous to become champions of the land once again.

I know that people everywhere are worried about large land parcels in Chester County, and the more rural they go, the less is known about what will happen. I had one person say to me recently about land I guess towards the northwest quadrant of the county where they said the land was the “perfect storm” for a developer: open farmland and glorious woods and no wetlands to speak of.

Can we save every old house and every old farm? I wish, but the realist in me says no. It is just so darn concerning that a county known for agriculture and beauty just seems to be growing piles of Lego-like structures wrapped in Tyvec without a thought as to our future.

The moral of this long-winded fable is simple: wherever you are in the county, please support land and historic preservation efforts.  They are so crucial.
