stuff the underpass…west whiteland township (ship road)

You see, this morning that big old truck decided to stuff itself under an underpass on Ship Road.

Ship Road is in West Whiteland, and like many other roads in our area has railroad underpasses. The heights on these tunnels are posted.

I am sure as in a lot of the situations we have apps like Waze to blame.

Except I don’t understand how people can drive rigs this big and can see where it’s posted as to how big/tall the tunnels are and still do things like this?

Is it that these truck drivers really don’t know how tall their rigs are? Or are they so intent upon their cell phone and apps they don’t see the underpasses coming up?

mind you, all the increased traffic on our roads due to development and other issues doesn’t help this situation does it?

I took the above photo of Ashbridge House located in West Whiteland at Exton Main Street in Exton in 2017.

It’s been mothballed for years in plastic since the mall was built. It’s another Chester County property with quite the history.

They even have a sign up in Exton Main Street about it:

Supposedly this house is being restored. I don’t know exactly which decade that’s going to occur in however, do you? I found this 2017 West Whiteland Planning Commission document (CLICK HERE) which indicates it would be preserved in the middle of hundreds of new apartments. (Also check out the Daily Local Article from May, 2017 and a blurb on the WCHE website from the same time.)

Hundreds. Because you know there aren’t enough apartments and townhouses and carriage houses being built in West Whiteland Township now are there?

That’s crazy. Obviously it was approved. Click HERE to see a list of developments in various stages in West Whiteland. Suffice it to say, I thought the list of developments in East Whiteland were bad enough. And I can’t say for sure that these lists are current as to what development is planned where.

But I digress.

Here we are in March, 2019 right? So a couple of weeks ago I guess it is now, I was over at Exton Main Street with my husband. I can tell you I was stunned by the way Ashbridge House and the outbuildings looked.

When exactly is the preservation going to finally begin? Is it just me or do others of you out there think it’s never going to happen and someday will just hear how the house mysteriously fell down?

I just don’t understand. I don’t understand why people no longer seem to care about historic preservation in a county that used to be known for it.

on hired muscle and sinkholes

On Sunday shortly before dinner time my cell phone exploded with text messages and calls. News of another sinkhole opening on Lisa Drive in West Whiteland.

Now a sinkhole opening up after heavy rains in our part of the county is not so unusual is it? Is it not true we are rife with sinkholes because of the geological formations under the ground? All that stuff about schist, karst, and what some describe as a veritable limestone fault line?

So why does it always seem like the pipeline companies don’t care about the actual geology of our area where they are shoving their pipes?

In addition to the geological life of it all underground (which is why there were so many mine and quarries, etc right?) we are an area with lots of old farm pits and whatever a lot of developers have buried at old construction sites of years past? Today most construction debris gets hauled away properly but in times past? Was a lot of debris removed or buried?

Anyway my point is in my opinion all these things add up to giving a lot of people the ability to have sinkholes on their property. My other point is neighbors and residents seem to be more aware and fearful of sinkholes, yet these pipeline companies seem to just move blithely forward don’t they?

So we have another sinkhole and I’m told it’s a property that Sunoco bought on Lisa Drive. The pipeline that was exposed was the old pipeline Mariner One. What makes all the difference in the world now in my opinion is how Sunoco proceeds and thus far is it anything that business as usual? Or the continuing saga of Chester county residents versus Sunoco?

Why do I say that? Hired muscle, thugs, security take your pick of describing people who reportedly called themselves constables. Does that mean they want people to think they are law-enforcement?

Chester County DA: Sunoco hired private security to protect pipelines

CHESTER CO., Pa. – Chester County District Attorney Tom Hogan announced that after investigating a new sinkhole that opened up last weekend in Chester County, his office discovered that Sunoco hired constables from outside of Chester County to act as a private security force around the pipelines…According to a release from Hogan’s office, when the sinkhole appeared, citizens reported it and a plain clothes Chester County Detective approached the scene. When he arrived, an armed man flashed a badge and identified himself as a constable from Northumberland County.

When asked by the detective, the man admitted he had been hired as security by Sunoco, according to the release.

Is it just me or is that like welcome to Crazy Town?

I have had friends tell me of being in their own back yards and having the pipeline workers photograph and video them going about their everyday life. So they are allowed to do that yet if residents do the same they are criticized?

I have to ask if municipalities getting ready for other pipelines like Adelphia Gateway to come in are paying attention? Do they think realistically it’s going to be any different than what the residents dealing with Sunoco/Sunoco Logistics/Energy Transfer Partners experience every day?

Are we as residents of a county that played a huge part in the birthplace of our American freedoms supposed to just live in a factory town paid police state? Every time I hear one of the stories about the pipelines it reminds me of the tales of factory towns and factories and mining towns and mines where literally some company owned everything: where you worked, where your laid your head to rest each night, where you went to do your shopping and so on.

And when it comes to these pipelines what are we getting out of the deal? These are transport lines correct? So they are taking stuff taken out of the soil in other parts of the state and shipping them out of the area and overseas, correct? And for this privilege of living with this in our area what do we get? Oh yeah, things like experiencing eminent domain, declining property values, valid safety concerns, polluted drinking Wells, sinkholes, being harassed, and more?

Does Governor Tom Wolf give a damn? Does Attorney General Josh Shapiro give a damn? Do most local mucicipal reprsentatives in each township and counties give a damn?

Before I lived in Chester County, and even when I first moved to Chester County I thought people were being overly dramatic with regard to the pipelines. Because that’s what the PR spin doctors wanted me to think.

As I started to look beyond the spin and began to call some of the affected residents friends, and realized I already knew some of the affected residents, my perspective began to right itself towards the truth.

First I realized that if life had been different, we (as in my family) might be living in Marydell in West Chester with a pipeline now in the back yard. Then when I realized where we currently live is 1030 feet and 1060 feet from exisitng pipelines and where Adelphia Gateway wants to repurpose an old line like Sunoco-lite I really knew this was actually scary stuff.

And that knowledge has made realize we can’t really trust these pipeline companies can we? And that lack of trust extends to elected officials who do nothing to support the residents who elected them, doesn’t it?

As residents we are heavily scrutinized, perhaps even unfairly scrutinized because we are tired of the pipeline status quo. Is it just me or does it seem we as residents are held to a more stringent set of rules or a higher standard for wishing to protect where we call home and are raising our families?

That is why I am glad Chester County District Attorney Tom Hogan is taking a hard look at what is going on. Maybe more officials will follow suit. One can only hope.

In the meantime, like thousands of others I live every day with grave concerns as to what the pipeline companies are doing. After all, we aren’t revolutionaries we just live here.

So the other day I wrote a post about pipeline liens being filed against beleagured residents in Pennsylvania who have had pipelines shoved down their throats and land taken by eminent domain for private gain.

And I say eminent domain by private gain versus eminent domain for public purpose because the natural gas companies filing for PUC utility status in Pennsylvania is BOGUS. So BOGUS.

Why?

Because what they rape from the ground and ship across multiple counties doesn’t stay here does it? It is EXPORT, isn’t it? Like for plastics in Scotland? So where is the public benefit?

And let’s talk about the pipeline WORKERS. They are IMPORTS, right? Texas, Maryland, Oklahoma, etc as you can see from their license plates, correct? So these pipline companies are EXPORTING the gas and “other hydrocarbons” and IMPORTING workers from other places so any way you care to look at it, how can they say PUBLIC PURPOSE? It’s not. When they say that it is just P.R. swill, isn’t it?

People in Chester County not too far from me have had their land seized and properties devalued (because who in the hell wants to buy a house in a neighborhood after the pipelines have visited and sinkholes have opened up, wells have been polluted?)

In Berks and other counties homeowners have been subjected to the SAME heinous actions and now to add insult to injury, are being threatened with Mechanics Liens by subcontractors who were employed by the pipeline companies.  That was why I wrote the post about it HERE.

Don’t believe me? An actual letter was shared with LancasterOnline and was published today. I screen shot it and blocked off the homeowner name and address:

So how about that? Crazy, right? Not only have these people had land siezed, the pipelines aren’t paying their subcontractors and they are being targeted instead of the pipeline companies who actually employed them? Merry freaking Christmas.

Oh and as this article was first being read by folks, I realized I had a nasty and somewhat menacing comment left on my other post:

This Grinch hails from Lancaster County.  It took about two minutes to find out exactly where he lived and what other nasty bits of business he has posted on the Internet. Also discovered the proximity of local police to them.

So FYI to the Grinch,  I retain all threatening comments. And law enforcement reads this blog on occasion. And not that it is any of his Grinch-y business BUT I actually don’t drive a big gas guzzling SUV.

And all the things that “modern free enterprise” give us does not start with the pipelines because none of it stays here. It’s EXPORT.  They don’t even employ local for the most part, they INPORT from elsewhere.

The other thing is if the pipeline subs are owed money  why aren’t they going to the gas companies for their money versus attacking the homeowners who have had their land stolen and properties devalued BY THE PIPELINE COMPANIES?

So Grinch, you want to be ignorant and threaten and not so subtly suggest I am a communist who should go to Cuba? Rock on with your bigoted self. Like I said, I have zero problem with letting law enforcement know about people who menace.

Now while we are dishing pipelines, let us pause for Adelphia Gateway.  They are a comin’. There are in front of federal regulators and will be in Chester County municipalities like Westtown, East Goshen, West Goshen and East Whiteland and more.

It’s long past due.  There are not any real safety plans in place and how well what is around would work as we saw in a Boston suburb within the past few months because when they blow (the situation in Boston was described by residents as “looking like Armageddon”) , they decimate everything in the explosion’s path. They are shoving these things through school properties, libraries, churches, farmers’ fields, and so on and so forth.

So do not tell any of us expressing valid concerns about these rape and pillage corporate greed projects is being anti-American.  It doesn’t get anymore American than wishing to #DefendWhatYouLove

s.whitford and clover mill road, exton (again)

I was going by today and decided to take another photo of this old gem. An old gem that just rots day after day.

This house is on S.Whitford and Clover Mill Roads in Exton. The Joseph Price House in West Whiteland Township.

Someone told me that someone might still live there, not sure how that is possible but who knows? I am guessing part of the house still has an apartment someone lives in. I don’t know if it’s a caretaker or whomever owns it.

I was also told in the 1990s it was separate apartments inside and there were also cottages around it which were rented out as well.

In the 1950s and 60s there was a large barn there that was a sale barn for cattle run by Bayard Taylor a blog reader told me recently. He knew because his mother did bookkeeping for that business while she was in college.

Every time I post about this house I get all sorts of comments. I am not the only one that notices this old house.

The house was built in 1878. It was altered in 1894 by its namesake inhabitants. Dr. Price. According to the West Whiteland Historical Society he altered it from a Gothic to a Queen Anne style.

This is just one of those houses that captures the imagination of almost everyone who drives by it. Maybe someday a preservation buyer will drive by it and it will be saved. Until then I just sort of falls apart.

Hate should have no home here, Chester County. Not at Christmas or at anytime. The photo you see is READER SUBMITTED. It came to me a little before 9:30 AM on Christmas Eve (this morning as I write this.)

It was in response to a message I received overnight after midnight and posted this morning:

Hello. I came across some racist graffiti in Exton. It’s under the underpass at rt 100 and 30 bypass. It’s new as I travel the area frequently and don’t think it’s more than 2 days old. Not sure how to have it removed.

Apparently they tried to call the police yesterday, but calling the non-emergency number after hours, is well, after hours. That is the problem with a centralized 911 system – you can’t just get someone from a local police department easily on the phone. In the old days, you could just simply call a local non-emergency number to report things like hideous graffiti.

I don’t expect a Christmas miracle out of West Whiteland Township on Christmas Eve, but either they or PennDOT need to remove this as soon as possible. Hate should truly have no home here, especially at Christmas. Say a prayer for the person who did the graffiti because they need to lose the hate in their own heart that drove them to tag in such an awful way.

2017 has been a brutal year. My Christmas wish is for peace at Christmas and in 2018. All of this hate from coast to coast in the United States accomplishes nothing…except it foments more and more hate. Somehow it needs to stop.

This graffiti in Exton isn’t art, nor is it a political statement. It’s just hate.

Please stop the hate. Hate has no home here at Christmas or any other time.

West Whiteland has NO agenda posted , but the meeting is at 7 PM (website says it starts at 6:30 PM )  at the Township Building Main Meeting Room 101 Commerce Drive Exton PA.

I would love to know WHY this is being considered, and I will definitely think less of Malvern Federal Savings Bank if this is true….

This is a prominent township landmark which used to be on a small tenant farm of 23 acres. The core was built c. 1810. It was the office and residence of Dr. Andrew Wills (c. 1829) and Dr. David D. King (c. 1842). It housed the headquarters of West Whiteland Silica Company (1905-1910). It was adapted for commercial use as a bank in 1964 and renovated in 2000.

I am not a billboard fan.  Never have been. I am not a West Whiteland resident, but I am a Chester County resident.  There is a video which residents in West Whiteland who got the letter were also invited to watch.

Here is property listing on LoopNet and it shows that it is off the market.

My opinion is Route 100 is such a zoo already, and this would bring the potential for additional light pollution, wouldn’t it?  And would it be a hazardous distraction on accident prone Route 100?  The video shows their farm market concept, which  by itself without the billboard I have no problem with, except to wonder about the traffic there and is there truly enough space?

The property is next to that place that looks like it is a motel, but I guess are apartments?  And what about the creek that runs right there?  And if you take out all of those trees, how will that potentially affect the residents back up behind there even if there was no billboard?

Yes, it’s an ugly site, but is this the best solution? And is the entire parcel all in West Whiteland or is part in Uwchlan maybe?

I hear neighbors are up in arms already at the proposal, and can you blame them?

I only ask reasonable questions as an observer and resident of Chester County. It will be interesting to see how his proceeds, won’t it?

So….Whole Foods? Exton? When?

(Note a friend drove by this morning at around 11:00 a.m. and there weren’t any cars…or trucks…or anyone..or anything.)

Local speculation is this project is in trouble? So if no Whole Foods, Trader Joes or Mom’s Organic Market anyone???

Anyone have updates? It seems kind of deserted…beautiful new building and….no signs of life.

the fairy tales of development

New stores and apartments are boosting tax collections, and have given Chester County’s West Whiteland Township (pop. 20,000) a rare distinction: Yesterday Moody’s Investor Service boosted its credit rating to AAA, a rare distinction shared locally with Tredyffrin, Whitpain, Upper and Lower Merion, and Whitpain townships…..”We didn’t used to be known as developer-friendly,” Soles told me. “The current board has changed that. We want to attract development. We are a retail-based township. We have to stay ahead of the curve.”

 

Mmm O.K. That is a really nice BUT regular residents don’t want townships to be so “developer friendly” – we as normal, everyday residents of Chester County are in fact looking for BALANCE and RESPECT for open space and the county’s agricultural heritage. And some historic preservation. And community preservation.

I learned something very amusing the other day. An executive of a large developer active in local township meetings where they live doesn’t exactly live in one of the developments that supports their salary, does he? Does he not in fact own a lovely property that is private and part of the beautiful rolling hills of Chester County? If even the developers and their employees don’t live in these cram plans, why should we want them in our communities?

All of these developments have an impact on every single resident and that also means they do have an impact on the school districts.

They can’t say in West Whiteland (or elsewhere since it is a common mantra) every single one of these units being built is going to go towards millennials and empty-nesters.  And as for that younger generation just starting out out of college they don’t necessarily want to be all the way out here – they want to be closer to an urban area because they’re single and social.  That behavior pattern extends to empty nesters and retirees too – not all of them want to be so far out. And a lot don’t want to be so far out living in cheaply constructed projects.

Come on, these projects are plastic city and built for the masses to do ONE thing: show a profit for the developer.  These developers shove in as many projects as possible and move on to the next area. These developers are not building for posterity, only their own prosperity. They get in, and they get out.

IMHO Steve Soles (the article calls him Rick, quite amusingly – see screen shot.) owes his constituents better. Of course given his day job as a lawyer lawyer for a hedge fund, I never would have voted for him in the first place if I lived in West Whiteland.

And so we know who is who in West Whiteland (and do not forget the Township Manager is the former Township Manager of Tredyffrin who was just going to “retire”, Mimi Gleason), here is a screen shot of the supervisors:

WEST WHITELAND >> Democratic challenger Rajesh Kumbhardare is running against Republican incumbent Steven Soles for his position on the township’s board of supervisors.

Kumbhardare launched several accusations against Soles that both Soles and fellow Democratic board member Joe Denham claim are false.

West Whiteland board supervisors serve six-year terms. One member of the board is up for re-election every two years.

In a phone interview, Kumbhardare criticized the township’s financial practices, saying township funds were “running into the red.”

He also mentioned the $31.2 million price tag for the township building….

Soles said during his tenure, the township greatly increased its transparency and kept taxes low.

“We have a fiduciary duty to our residents, I think we’re on the right track,” Soles said. “We are working for the residents of West Whiteland Township.”

Really?  Seems to me that West Whiteland Township has ambitions to become another King of Prussia. (But what do I know, I am a mere mortal and a female and not a lover of malls.)

We are starting to drown in development from one end of Chester county to the other. It’s ridiculous. I also do not believe that the economy can in the end support so much development and remember there actually is an ample housing supply already. Sure there are lots of retail and minimum-wage jobs, but those people are not going to be affording these developments. This is the whole emperor’s new clothes story of the New Urbanism fairy tale of development.

There are all sorts of things that no one thinks about when salivating over ratables as an elected official.

They definitely don’t think of the impact on the schools and they don’t take that into consideration. Mostly because school districts are autonomous from local governments and they don’t play well with one and other.

Also elected officials are NOT telling you another reality of getting rid of more and more farmland: it will drive your food costs up.

27406131775_05ddcef1f4_oIt’s a snowballing effect. We have lots of housing but we simply don’t take care of it. Our elected officials just approve more and more projects.

Someone said to me yesterday “I’m not really sure if a lot of local officials have the capacity to comprehend all of this and see the future and think about ecosystems etc.”

I think that is correct.

We have the power to change this and we need to pressure state elected officials to comprehensively update the Municipalities Planning Code to PROTECT us and actually plan wisely, not just literally give away the farm to developers.

It is an election year, which means we do have the opportunity to be heard by exercising our right to vote. We need to make our open space and agricultural heritage a huge election issue in Chester county and elsewhere in Pennsylvania.

Municipalities get what they pay for and given the hot mess Lower Merion Township is due to developers (and is Tredyffrin with all it’s issues and the mother of all open space killing developments Chesterbrook from time to time far behind?) I wouldn’t be so bragging that my municipality was right up there with them as AAA. But again, a municipality is getting what they pay for.  And what will it mean when developments empty out because they are older and falling apart?

I do not think anyone really gets how many of those are in Chester County, or that they are kind of one of the few sources of truly affordable housing for what defines affordable housing. They approve building of huge projects with zero truly affordable housing.   Or a developer will toss out there that they will make a few units of something affordable, only it’s never truly affordable for say the family of four or six or even larger that might actually NEED affordable housing.

2706453199_4767aac241_oNow see what I think would be a great idea is if these developers who are salivating over Chester County’s open space would actually restore some of the actual run down housing supply that exists in areas that suffered downturns when factories and manufacturing left their towns.  Think Phoenixville, Downingtown, and Coatesville and any of the number of small cross roads towns you find scattered throughout Chester County.  Heck if they did this more in Phoenixville and Downingtown they would probably see a positive result fairly quickly given how hard these two places 27334976761_071b627e2e_ohave been working to rejuvenate their towns and business districts already. But it takes talent and patience to restore older homes or do an adaptive reuse of a mill or factory, doesn’t it?  And again, these developers aren’t about communities, they want to get in and get out.

But that is another idea: if elected officials and county level planning commissions pushed for an overhaul of Municipalities Planning Code that could be made part of the approval process legally: if developers want in, then they need to contribute more than traffic signals.  Let them contribute a certain amount of rehabilitated existing housing as a condition of approval.  Come up with a formula that for every new unit they want to add, they have to restore a certain amount of existing units in areas that could use the help, thereby actually helping provide actual affordable housing.

But that’s the other thing  – Pennsylvania does not make it attractive for people to preserve anything.

 

In other states there are many more avenues of tax credits and what not when it comes to saving things for environmental concerns and saving things as historic assets.
 
However what local officials do you have the power to do is to try to work with developers to reduce the footprint or encourage them to donate big chunks of land where they’re developing for conservation…..And in my opinion most don’t.
 
 I get that PA is a private property rights state so this is really tough, but it  is like the whole tale of Crebilly Farm in Westtown possibly going Toll — does anyone believe that NO ONE in that township knew anything?

westtownAgain, of special note is the Chair, Carol R. De Wolf.  How ironic is it that she works for Natural Lands Trust as the director of the Schuylkill Highlands???? Are residents asking her some tough questions?  Has she tried to get any of the land that is Crebilly conserved?

14359111719_cb799ed180_oOk and when you are speaking of development you need to consider the Herculean efforts some put into land preservation.  I have a friend who put four years of his life into obtaining Federal land conservation. He got a  USDA Easement on his farm. The easement is a conservation easement for the preservation of a thriving bog turtle colony. It’s locked up in perpetuity  I think that is wonderful.  His name is Vince Moro, and you will now read about him in this article on ChaddsFord Live:

Help The Land Conservancy for Southern Chester County (TLC) save Barnard’s Orchard, a fourth generation family farm in Chester County!

Project Update:
TLC is working to conserve Barnard’s Orchard and its 75 beautiful and productive acres. To date TLC has raised
$863,000 toward the $901,000 total project cost, leaving a balance of $38,000 (less than 5% of the total project cost).
Securing these funds now will successfully conclude this important land conservation project and keep  intact a 1,200+ acre corridor of vital lands.
 
Here’s what is at stake, and once plowed under, irreplaceable:
  1. 74.3 acres of important agricultural soils across two parcels
  2. Fourth generation family owned farm established in 1862
  3. Orchard and orchard store are a community staple with generations growing up visiting the property
  4. 32 varieties of apples
  5. Apple cider
  6. Pumpkins
  7. Snapdragons and freesia
  8. Peaches
  9. Additional fruits and veggies grown on site
  10. Produce donated to the area food cupboard when possible and collection taken at the counter
  11. Hosts school groups at no cost to educate children about the orchard
  12. Rural vista along Rt. 842 for public enjoyment with ½ mile of road frontage
  13. Protects prime agricultural soils and keeps them in active agriculture via the agricultural easement
  14. Protects portion of a first order stream and wooded, steep slopes
  15. Protects the groundwater recharge abilities of the woods
  16. Maintains the existing riparian buffer to protect the watershed
  17. Protecting the stream corridor benefits downstream neighbors-over 500,000 people depend on the Brandywine Creek watershed for public and individual water supplies
  18. Protected woodlands are part of an unbroken corridor extending north onto Cheslen Preserve
  19. Stream corridor and woods are home to multiple endangered and threatened plant species
  20. Farmland and open space benefits everyone – keeping the costs of community services under control: For $1 of tax revenue from farmland, only 2-12 cents of community services are required. Residential costs are $1.33 for every $1 of tax revenue.

Chester County residents it’s do or die time. What do you want where you call home to look like?

Do we really think anyone is cleaning up the ruins of a decrepit old gas station or whatever for historic preservation?
 
 
And speaking of West Vincent, remember Bryn Coed.  It is TWICE the size of Chesterbrook. In my opinion, it is not a question of IF the land will be developed, but WHEN.
 
img_1840And I am not, believe it or not, completely anti-development.  Small and thoughtful projects that demonstrate careful planning are not problematic to me, but you do NOT see that today.  Developers come in and rape and pillage. It is nothing, ever about where WE call home, only how much money they can make. They don’t care about fitting their developments in with our existing surroundings or employing human scale in infill developments in towns (think East Side Flats in Malvern. I am all about supporting the local and small businesses there but talk about not fitting the surroundings.)
 
 
After all, take “Linden Hall” on Route 30 in East Whiteland.  The actual Linden Hall is NOT yet restored and what do we see? This:

Is that about our community betterment or just about lining a developer’s profits?

Look at your candidates and what they stand for.  We need less who are proud of being “developer friendly” and more who are willing to preserve where we call home.  From the local township, borough, and so on to the State House and State Senate vote for Chester County. If a candidate can’t go on the record about what they will actually DO or an actual PLAN for preserving Chester County, it’s open spaces, agricultural and equestrian heritage, say bye bye to them.
 
 
I think Chester County’s future is worth more than crammed in developments of front end loaded plastic houses on postage stamp sized lots where there is not even enough room to garden let alone enjoy being outside.
