When my friend Pattye Benson told me about what was up for discussion at a recent Tredyffrin Township meeting, I thought I misunderstood her. I thought they could NOT possibly raze the old Covered Wagon Inn located in Strafford on the corner of Lancaster and Old Eagle School. After all, it is one of the most rcognized landmarks on that part of the upper end of the Main Line in Tredyffrin, Chester County. It also is an ongoing example of adaptive reuse. No matter who rents or owns the site, it endures.

The last item in front of the Planning Commissioners tonight has personal interest – a land development application to demolish a building a construct a CVS Pharmacy and drive-thru. Summit Realty Advisors will present a plan for the 1-1/2 acre property located at 625/629 East Lancaster Ave. in Wayne. This property is located on the corner of Old Eagle School Road and Lancaster Ave – the Paddock Restaurant (previously John Harvards Brew House) property.

I have no issue with the redevelopment of this property, including the demolition of the ‘new addition’ located at 629 Lancaster, which housed the Paddock Restaurant. But … I have a real problem with demolition of 625 East Lancaster Ave, the historic building that currently houses Thos. Moser Furniture. According to Tredyffrin Township’s 2003 Historic Resource Survey, the building was built about 1780 as a private resident. John Palmer owned a farm which included this structure in 1873, indicated on the 1881 atlas map. The structure was enlarged during the 20th century and was known as the Covered Wagon Inn. Well-known on the Main Line for fine dining and dancing, in its heyday the Covered Wagon Inn featured big name bands and performing artists such as Count Basie and Duke Ellington and their orchestras.

I personally also have no issue with redevelopment per se (although I will admit I do not see the need of yet ANOTHER big box of a chain drug store or a big box store in general) but like Pattye I have a HUGE issue with razing this historic building. The old Covered Wagon Inn has stood for 250 years. It’s a local landmark in use currently, means something to the area, so why demolish it? Especially when the Summit Group ironically was involved with a very special adaptive reuse in Ambler, PA as Pattye continues:

In a review of the Summit Realty Advisors website, there are many, many CVS Pharmacy development projects, including a similar current project in Media. However, in the midst of their drug store building portfolio, I discovered a very special project by John Zaharchuk, owner/developer with Summit Realty Advisors. Zaharchuk oversaw the redevelopment of Ambler Boiler House, the 19th century power plant of an abandoned asbestos factory. Working with historic architectural firm, Heckendorn-Shiles (a former historic house tour sponsor) of Wayne, the project redesigned the circa 1897 brick building, preserving its architectural integrity and recycled it into a clean-and-green office development.

Now…what to do with this? You see a major stumbling block is Tredyffrin, like many Chester County municipalities, historic structures are NOT protected (you know like Linden Hall and Loch Aerie in East Whiteland for two other examples?)

 So what can we do?  Quite simply raise awareness and try to change the developer’s mind. Can we do it Chester County and beyond? The answer is we can darn well try! The building is in good shape and occupied and has been basically continually throughout the course of time.

 Yesterday we put our heads together as the blizzard swirled around us and we started a Save The Covered Wagon Inn, Strafford Pa page on Facebook, launched a petition on Change.org http://tinyurl.com/SaveCoveredWagonInn .

In less than 24 hours we have just shy of 500 signatures already on the petition (and growing!) and well OVER 1000 Facebook page likes and growing. Thank you to those who have joined us already and here is an invitation for any of you out there wherever you are to join us!

#ThisPlaceMatters so we have shared our early efforts with The National Trust For Historic Preservation too! In addition to the petition and Facebook page we invite anyone who is preservation minded especially when it comes the the old Covered Wagon Inn to take a photo outside the building with a simple hand lettered sign on a pie of copy paper that says #THISPLACEMATTERS and either post it on the Save The Covered Wagon Inn Facebook Page or post it on Twitter to @SavingPlaces @tredyffrin @TredyffrinTwp  .

 One thing that has come out of this since we launched the Facebook page is people sharing memories of The Old Covered Wagon Inn throughout the years. My friends and I in our early 20s danced many a night away at the then “Main Lion” . Here are some of the other memories:

“I have a personal connection, it was the site of my wedding reception. More long term, my family, Davis’, have a long history in Tredyffrin Township, Chester County ,dating back to the 1600’s as shown by Graves in the Valley Baptist Church off Valley Forge Rd, Devon. Please preserve and protect the history of this area and this building in particular.

“My mother took me to see Harry James at the Covered Wagon. She convinced me to go backstage to get his autograph. He must have been in his 70s but he could really play. Nicest guy you’d ever want to meet.”

“They can’t do it!!! Our Saint Katharine of Siena eighth grade graduation celebration was there!! It’s like tearing down Independence Hall, or Betsy Ross’s house. Buildings that involved very very important people and/or events MUST be preserved, cherished and maintained.”


“I remember the 70’s when Mt. Zion AME Church Devon had many Fashion Shows at The Old Covered Wagon Inn. It was gorgeous. So much history. Hopefully it will be restored.”

This is what I was referring to recently – a lot of windows are getting broken in the rush to build townhouses. Now I get with restoration they will need new windows but why let all the elements in ?

(East Whiteland Historical Commission, hello? What do you people actually do?)

DSC_0967Linden Hall just a week ago in East Whiteland. All I see is work on the godforsaken townhouses no one needs. Where is the house preservation and restoration? What you can’t see because I was a passenger in a car headed east is the side of the house that now has  broken windows.

Note to self: it would be really nice when developers claimed they were going repair/restore/renovate an old structure they actually were made to do it. This development is progressing and I am sorry but what are they doing to save Linden Hall itself?

Of course it would be also interesting to discover what it is that East Whiteland Historical Commission actually does.  We can see they schedule meetings but there are never posted meeting minutes current or archival. You never hear what they are proactively doing to live their mission statement (all they say on East Whiteland website is “The Historical Commission has been instrumental in identifying historic properties and in spearheading efforts to protect the Township’s historic resources. Although many of these resources are located in developed areas, future development and change could continue to threaten the historical sites.

Integration of these structures into the community’s changing landscape is the key to preserving the historic resources.”)

It’s depressing actually. They have the ability to try to save things…only what have they done recently? Within the past 5 years? It would be good to know wouldn’t it?

gotta have a wawa? ok but why so many east whiteland?

Someone I met with yesterday who lives farther out in a more rural and straight farming community in Chester County said to me when we met up in Malvern Borough “I don’t like to come this way much any longer. It’s too congested and is getting over-developed.”

Yup. That is exactly how I felt about the Main Line when I left and I still do.

When I was little I remember distinctly the separation of city into green that one felt when traveling from Philadelphia to the suburbs known as the Main Line.  In the heat of the summer, the temperature would drop quite a bit once you got back to suburbia because of the trees and the green. The farther west you headed the cooler it got. Until you go to say Lancaster County. Lancaster was always hot and humid. Too far from water I suppose.

But as I grew up that temperature differential dropped as development occurred.  I remember the first development as a kid that I saw as a death knell to a way of life was what they call Oak Hill in Penn Valley.  I remember when there was farm there and lots of open space. When you drove by one corner you could see the remains of a silo and a spring house down in a little valley.

I love Chester County but I fear for Chester County because the planning is all pro-developer from municipality to municipality.  It’s not about us, the residents. It’s not about open space and protecting our farming and agricultural traditions and our history. It’s about the ratables and the lore that business taxes will cure all woes. Will they? When our school districts get full to busting at the seams and no plans were made for them, will that be curing all woes? Or will that just make those taxes go up as the school districts scramble to catch up in the ever-growing land of plastic houses?

Great Valley is one school district I wonder about in the land of disconnect.  And that is because of East Whiteland.

East Whiteland recently released a list of development in the works, and I do not believe that is all of it (read East Whiteland Development List Township Release Fall 2015 ). I find this list terrifying because well, I want to live in Chester County, not the next King of Prussia, Plymouth Meeting, or Conshohocken.  The development is all designed and planned so that developers can cram in as much per square foot as possible. It’s about calling all lemmings, your Tyvec wrapped monstrosities are ready.

And a lot of this is apartments. Apartments. When did the country become about apartments? And hey, is what is built already really filling to capacity?

That is O’Neill’s building on the other side of Worthington. The Royal Worthington which I find well, royally unattractive. Sorry.  It has as much appeal as a Lego Tower only not as colorful. Lego towers are fun to build as kids, but do you want to live in one? With a “royal” view of highways? Imagine going out on their lovely Juliette balconies and hearing the whir of 202 and other major highways? Yeah, that’s Chester County living alrighty.

And then skip over to the Borough of Malvern. Eastside Flats. I love Chirstophers and the little boutiques, Kimberton Whole Foods and Malvern Creamery. But the buildings? The design? It says nothing about where they are placed, they are just a monument of in-your-face development left by the developer who sold the project and moved on. I know little of the new Eastside Flats owners other than trucks going there and equipment are always blocking King Road. And the apartments at night do not appear to have full occupancy.

Only Patch seems to be noticing all the development from media land, and what they post is only peripheral given I doubt the Malvern  Patch editor actually comes to the Malvern area which is more than a borough. One article talks about brining “thousands” to the area.

Sigh.

King of Prussia and worse here we come if people don’t wake up.

I drove by Linden Hall the other day. The land has been raped and scraped and pillaged in advance of those townhouses that are coming. I keep hearing about all the “restoration” that is supposed to occur to Linden Hall, which is quite historically significant, but I see nothing. Except broken windows on the side when I drive by. If the house is left open to the elements and construction much longer, how will that affect the actual ability to save Linden Hall? There is after all, nothing that guarantees that building’s preservation.

Let’s talk about historic preservation. East Whiteland has a historical commission pretty much in name only because you never hear about what they do, what they have saved, what they are planning to save. They don’t post their meeting agendas, they don’t post their meeting minutes.  The last minutes and only minutes one can find posted are from 2009, and it isn’t much. Here is a screen shot from just now:

So now let us go to the impetus for this post: WaWa. WaWa is like the new RiteAid wanting to gobble up as many commercial spaces as possible. East Whiteland has three in close proximity. Two in the Route 29 area (Swedesford off 29 and near route 30 on 29), and one on Planebrook and 30 (first photo in this post). Now there are plans for another WaWa in East Whiteland.  Umm there already is a WaWa, PA,  East Whiteland.

According to Patch this next WaWa is going in at the Haven at Atwater – another ridiculously pretentious name for a land of plastic which even Patch describes as “massive”. If that one gets built will it also be a pick up spot for day jobbers?

Response is mixed. I believe a lot of people don’t want another WaWa but some are of the mind set  more is good and how WaWa will keep taxes down and let municipal services grow. I do not quite get that logic because if municipal services have to grow, all taxpayers have to pay. And what about people on fixed incomes?

I know the jingle of “Gotta have a WaWa” but  there is no accounting for taste and one would *hope* people would want better for East Whiteland than gobs of plastic townhouses, limited historic preservation in a very historic area, and oh yes plastic chain stores to serve the plastic townhouse set?  Given the Wegmans and Target and existing WaWas and other things, I would say the 29 corridor is pretty well served already.

Time will tell.  Personally, I like my own coffee better.

So? Where is the restoration of Linden Hall? All we have seen are woods plowed under and townhouses begun.  Quite a few windows are broken on the side and it makes me wonder where else.

Thought I would post in the event that the East Whiteland Historical Commission might actually be proactive here?

My late father always told me that I should check the Saturday papers for news that is meant to escape most and that if someone wants to slip important things past a populous, do it in the dead of summer.

Maybe it is just a coincidence, but one of the most notorious toxic waste sites around is being discussed in East Whiteland Township tomorrow, July 22nd – Bishop Tube on Malin Road in Frazer:

Ok yes, it is abandoned. I assume these buildings are still there? I have never gone back there. But I remember reading about this site dating back to the 1980s and 1990s.

As a matter of fact and more than a little alarming is the fact that a law suit was filed this past April as in 2015 about Bishop Tube. And it has been closed, empty, abandoned for YEARS now, right?

Of course this never made the news around here did it? Or was it some little tiny mention that evaporated?

Homeowners allege leeching of hazardous chemicals into aquifer under home

Bradley and Paula Gay Warren filed a lawsuit filed April 19 in U.S. District Court Eastern District of Pennsylvania against: Johnson Matthey Inc.; Bishop Tire Co.; Whittaker Corp.; Christiana Metals Corp.; Central and Western Chester County Industrial Development Authority; Electralloy Corp.; Marcegaglia SPA; Marcegaglia USA Inc.; and Constitution Drive Partners.   According to the lawsuit ….the defendants used and disposed the environment of hazardous chemicals, including trichloroethylene, during the manufacturing of seamless stainless steel and other products.

“As a result of the defendants’ ownership and operations at the Bishop Tube site,” the lawsuit states, “hazardous substances, including TCE, were disposed into the environment, including the Bishop Tube site’s soils and groundwater. Subsurface migration of contaminated groundwater from the Bishop Tube site has and continues to contaminate the aquifer beneath the Bishop Tube site and beneath off-site premises including the plaintiffs’ home.”

In 1980, the lawsuit states, the Bishop Tube site was included in a liability information list by the U.S. Environmental Protection Agency. The Warrens seek the court’s assistance in making Bishop Tube’s subsequent owners “prevent any further endangerment and also all costs, including attorney and expert witness fees.”

Ok so can they go forward with land development discussions while litigation like this is pending? And read what the article is saying.

Bishop Tube was something I was aware of before I lived out here. They were marked by the EPA in 1980 , and was mentioned in an article in 1992 in the Philadelphia Inquirer when President George Bush (as in the father) was in the area touring tube plants.

Katz seeks to build sports center in Chester County

Using public and private financing, a development company owned by Sam Katz, the former Philadelphia mayoral candidate, wants to build a $17 million sports center on a contaminated industrial site along Route 30 in Chester County.

The center, with ice-skating rinks, indoor soccer fields and a wellness center, would be on the former Bishop Tube manufacturing site in Frazer, in East Whiteland Township.

Abandoned two years ago, the 17-acre property – a brownfield, or environmentally contaminated site – is near the Route 202 high-tech corridor….

a walk down memory lane

 In  2009 I documented through photographs the last few months of architect Addison Mizner’s famed La Ronda in Bryn Mawr.  The tale of La Ronda even made the Wall Street Journal back then.

Putting all the drama of the La Ronda and her demolition and the upheaval the demolition caused in Lower Merion Township and across the country aside, the saddest part of the tale of La Ronda is there was a man willing to have the mansion moved brick by brick, who was willing to buy it fairly. Only he was denied that by both the seller of the property and buyer of the property.  Those people sold La Ronda to be torn down and tore down La Ronda because they could and that is kind of sad especially since they were players in the socioeconomic levels where they could actually afford to be more preservation minded.

I am not getting into some protracted discussion about property rights, what this demolition has done is leave a lasting impression on me regarding historic preservation in Pennsylvania.

Historic preservation in Pennsylvania remain a lofty ideal, but is seldom a true reality. So when you hear on rare occasions that you might not like what a developer is doing, but they are saving and preserving a historic structure on a property they bought? Well that my friends is huge and doesn’t happen very often. See ( Linden Hall post July 24  and Farmhouse Post on July 27 and Adaptive Reuse from April 2013 )

Truthfully, all these years later and salvagers are still selling bits of La Ronda. And people still write about La Ronda and what happened (reference Proper Philadelphia in 2012 )

I watched and documented the last sad few months of La Ronda, and to me it is a glaring reminder of  what   lip service preservation is. In 2009, Lower Merion Township Commissioners (including the current Board President Liz Rogan) did much beating of the collective breast and waxed long and poetically on how they were going to do things differently and how they were going to preserve historic assets.

Flash forward to 2014 and well, much like other places, it’s all been talk. Or political gob smacking…. take your pick. Now the William Penn Inn is under a 90 day stay of execution err demolition, which means it will inevitably come down.  And that is the case even though people are saying it may have had something to do with the underground railroad (and see cool photos of the place here thanks to Main Line Media News.)

Also facing an uncertain future is the historic Odd Fellows Hall and property and United Methodist Church and property in Gladwyne.  People have said for decades that there are Revolutionary War soldiers buried there.  Famous Phillie Rich Asburn is buried there and heck some of my friends have all their family buried there.  So Odd Fellows is in limbo. What is historic will survive if  the developers who are the owners, Main Line Realty Partners, do the proper preservation.  They can do the right thing if they want to.  They have in the past and truthfully the partners in these projects have done beautiful work.  Last I heard that Odd Fellows plan was tabled, but these same developers have now purchased another church, First Baptist in Ardmore.  They also bought the United Methodist Church in Narberth Now the developers are calling themselves Main Line rebuild.

I do not know a lot of the preservation groups throughout Chester County as I have not lived here that many years yet .  I love the  Chester County Historical Society and they have lots of neat stuff in their headquarters in downtown West Chester and they do fun things like walking tours.

Also worth noting is the Tredyffrin Historic Preservation Trust. Their 10th annual house tour is September 27th, 2014.

 

And if you like house tours you should also consider signing up for Chester County Day which benefits Chester County Hospital.  They have preview lectures starting in September which are open to the public.

Anyway, remember the La Rondas…once they are gone, they are gone.

cautious optimism? or fear of the future?

Jacobs houseEver since I came to Chester County I have loved this house alone in its own meadow and field on Ship Road in Exton. So I decided to put a photo I took recently up on the Chester County Ramblings Facebook page and a friend of mine told me it was a house on the National Register of Historic Places. It is the Benjamin Jacobs House .

I had noticed it has had a realtor sign outside and I thought was being listed by those folks formerly known as Prudential and now Berkshire Hathaway (their new signs are supposed to stand out as per their ads but I find the color scheme makes them not particularly remarkable).

The area in which the house sits is one that contains a lot of land being cherry picked for development (has been that way for decades at this point) …or if you go down Swedesford there I think it is you see a row of cute little houses abandoned by time and man and getting more vine-covered by the year.  I believe this parcel is listed by some commercial firm  and well people have to make a living and feed their family, but still, I somewhat disappointed to find familiar names on commercial real estate  signs for parcels of land that will kill more open space in Chester County, but that is the reaction I tend to have when I see beautiful land being opened up for development like this. Every time I go by this stretch of houses as a passenger in a car I don’t have a camera with me.

Anyway, the Benjamin Jacobs House has been part of the Church Farms School land parcels.  It was even mentioned in the Downingtown Area Historical Society Newsletter of April 3, 2014 . That house and the family from which it gets its name are steeped in Chester County history.

The Benjamin Jacobs House was built around 1790.  Here is the description off of Zillow which feeds I am sure from listings like the one on Realtor.com :

It is all those “wonderful” zoning possibilities that makes me worry.  Just because something is listed on the National Register of Historic Places (Circa 1984 see Benjamin Jacobs House West Whiteland ) , it doesn’t make it bulletproof.  Take for example another listing close by belonging to same realty office I think.

613 E Swedesford Road Exton, PA 19341 (Once known as the Fox Chase Inn and put on the National Register of Historic Places also in 1984.) The photo I will use of the front is a Wikipedia Commons File.  I have one of it somewhere in photos I took but can’t lay my hands on it right now.

This house is not faring as well as the Benjamin Jacobs House. As are evidenced in the interior photos this realtor has on this listing (and here is the description):

The problems with these listings is my preservationists heart is reading a sub-text.  Maybe the sub-text isn’t there but what I feel is that people wouldn’t blink if these buildings weren’t there, or if their interiors were to become truly modern commercial without the proper nods to restoration and preservation of the periods in which they were constructed.

Now the Benjamin Jacobs House was a bit of a regional media sensation circa 1988 to 1990.  This was when Willard Rouse was battling to develop adjacent land.  The articles are from the Philadelphia Inquirer which at that time had a fabulous Chester County Bureau.  Of course, that no longer exists today in the eviscerated version of a once great paper and it is out loss because there is so much not being told out here in Chester County because no newspaper has enough staff.

Over 195 years, the Benjamin Jacobs House on Ship Road has been home to a judge, to farm families and to boarding students from the Church Farm School, which used the house as a dormitory.

The house would take on still another identity under plans by Rouse & Associates, which has proposed restoring the structure for use as project headquarters during the development of 1,325 acres adjacent to the Church Farm School….The first inhabitant of the house, built in 1793, was Benjamin Jacobs, a surveyor and lawyer who was an associate judge of the Court of Common Pleas in Chester County in the latter part of the 18th century.

I seem to remember from somewhere that this was a development battle that got really, really ugly. I think simple economics of the times also played a big role. But this battle for land out here was big enough that it was mentioned in obituaries too. Even Mr. Rouse’s.

I was much younger when this battle was playing out in Chester County.  So I do not really know the outcome of the land battle and who in the end now owns the Benjamin Jacobs House.  What I do know in spite of what this battle did dividing people and communities, is that you would be better off with someone like Willard Rouse in your community versus a lot of other developers who are still gobbling up chunks and chunks of Chester County with zero attempts at historic preservation.  Today it is your basic rape and pillage of beautiful land.

So when I am told a really fascinating old house is “under contract” I hope for the best.  After all both the Benjamin Jacobs House and the Fox Chase Inn play a vital part in local history.

Here’s hoping they stand a better chance than Loch Aerie and Linden Hall which are both sitting like ghosts of their former selves on Route 30 in Frazer.  At least Loch Aerie has a caretaker living there, Linden Hall is just rotting and although I can’t say for sure, from the photos I have taken it sure looks like the building envelope has been pierced by vines and such. And then there is the Ebenezer AME Church on Bacton Hill Road.

A lot of people don’t realize that Exton didn’t used to be one big development like the King of Prussia area. And I hope by pointing out gems like the Benjamin Jacobs House and the Fox Chase Inn, people wake up to that again.

I find a common recurring theme in my own writing: the preservation of Chester County before it’s too late. Pick a municipality, all seem to have something going on.  I am not trying to deliberately pick on certain municipalities, but some of them talk about historic preservation and land preservation  and that is it.  I also hope that by writing about these preservation issues it will spur those who can afford to be really generous to become champions of the land once again.

I know that people everywhere are worried about large land parcels in Chester County, and the more rural they go, the less is known about what will happen. I had one person say to me recently about land I guess towards the northwest quadrant of the county where they said the land was the “perfect storm” for a developer: open farmland and glorious woods and no wetlands to speak of.

Can we save every old house and every old farm? I wish, but the realist in me says no. It is just so darn concerning that a county known for agriculture and beauty just seems to be growing piles of Lego-like structures wrapped in Tyvec without a thought as to our future.

The moral of this long-winded fable is simple: wherever you are in the county, please support land and historic preservation efforts.  They are so crucial.

Look at it crumble. Astounding.  Soon the vines that twist and cover will own what I believe to be an 18th century house next to Clews & Strawbridge on Route 30 in Frazer, PA.  Does anyone know anything about this? And is this the ultimate historic preservation in what I assume is East Whiteland? Structures just molder until they completely rot away? So if I am say, “Getting on Board With Bill”, is this what I am signing up for? Should things like this that rot (Loch Aerie, Linden House, Ebenezer AME just to name a few in East Whiteland) be considered accomplishments during his tenure? I am a realist, and I know that not every old house can be saved, nor every truly historic structure, but wow, it just seems like East Whiteland Supervisors need to kick it up a notch, don’t they?  Why can’t they ask all these deep pocketed developers in the Township to assist?

Where is historic preservation in East Whiteland? I mean other than what Immaculata has accomplished for Duffy’s Cut that is?
